This is an animated gif of Doge becoming much more and a lot more annoyed as somebody disturbs him by repeatedly poking at his paw. In case you did not already know, Doge is a "meme" that attributes Shiba Inus dogs (Shibe, for brief) and a misspelling of the word dog. Wow. So meme. So funny.
